That being said, if all you are wanting is a background, you can sell something (maybe a card for a game you own) on the market and get enough for a cheap background.

Trading and Market Restrictions
I have put 100+ backgrounds for sale a year ago and nobody wanted them. Not even for that pathetic 0,03. Then a few weeks ago, they started to sell like hot cakes - had the idea that something is happening so I cancelled so many as I could. Breaked them myself, kept only the very rare ones and the anime themed. Got 18 booster packs that way.
Anyways, the prices are now higher, the only exception are the backgrounds for lame games, worth only 10 gems. (Afterfall for example)
But still nobody would sell them for 0.00 as long you pay 0,02 tax to Steam. That would put you into minus.

Not necessarly, there's other ways.
You can buy Steam Wallet cards to charge your wallet credit, and that will lift the restriction (after 30 days).
ALSO, if you get all of the cards for a game (or event like the winter event), and craft the badge, you'll get a free random background from that game.
By each badge crafting you get a random background and a random emoticon. If somebody reached very high level, a huge ammount of those acculmulated in his/her inventory. It was basically impossible to sell those off, for the very low interest.
Then a few weeks ago Steam brought this gem feature to break down useless trash and exchange them for additional booster packs with 3 trading cards in each. Or use the gems even to bid for real games.
Then the demand for trash at once became huge. People are now happy to have trash, cause it has now worth. Gem worth.

I destroyed my useless stuff myself, 80% of my inventory is finally cleaned out. And finally I could create booster packs from anime themed games which have so expensive cards and basically for free.
