Download Pauses Repetedly

I downloaded Fallout New Vegas Ultimate Edition during this sale along with Fallout 3 GOTY, both were installing at the same time. FO3 finished perfectly while FNV paused at around 50%. When I unpause the download it will continue for a varying time (from a couple of seconds to a minute) then pause again. I occasionally get an error message that reads "An error occured while updating Fallout: New Vegas (disk write error). I have completed everything that steam has told me to do to fix that error, I even moved steams install location, but it's still happening. I don't know what to do at this point. Any input is greatly appreciated. Thanks.
