Your options are to go back to the store where you bought the Steam Wallet Card and show them the card and explain the issue and hope they will give you a new one.

Users have had varying degrees of luck. You need proof of purchase, and as much of the card as possible. And apparently it only works for specific card brands, if at all.
i'd try back at the store again and ask to speak with a manager or someting. They really are the ones who should be faulted, especially if it was one of their employees that accidentally scractched the card in such a way that the number is unreadable.
It is great that you knew another way. Although i really do feel like the store where the card was bought from should be responsible. Well, unless Mista Fish Man scratched it (accidentally) himself/herself.
Idealy the store you purchase it from would handle the refund. Other users have reported Steam sending them back to the store they purchased the item from.
what was the number?
I even have a picture ready if I can figure out where and how to send it.
