I travel and move around a lot, currently study in UK and possibly move to Netherlands or US net year. I have around $600 worth of wallet+items in my account and yet I can't buy anything in store because my currency is in THB. Steam support said you need to pay by paypal or cards while you're not in the country. That's not acceptable ! Absolutely a lockdown of your wallet fund, our money that we put in.
It is simple all that is required only just go to the main store page and adding the query ?cc=ca to the end store page URL where "ca" is the country code for Canada, this changes the currency to that of the country code provided. Then once the currency is the same as steam wallet you can make purchases.
Why this information is not made available by steam is beyond me.
