Gifting to US residents from Mexico

Greetings. Since the not-so-recent change where mexican users have been offered prices in mexican pesos (MXN), I had not had a problem until today, when I tried to purchase some gifts for friends in the US. However, I got a notification that any items purchased in Mexico as gifts could only be redeemed in Central/South American countries. I chose the "Gift directly through Steam" option to select my friend, and the purchase went through, however:

Will my friend have any problems to redeem their gifts?

Do I need to take special steps to get USD pricing back to be able to gift to them?

Thanks to my friend's research, apparently there is quite the hard lock on cross-region gifting. I will fill out a support ticket and see if we can get something sorted out. If anyone would liek to add anything to help, I'd be very grateful.
