Notice: Purchases made in Mexico can only be added to your library if you are in Latin America
I am trying to buy gifts for my friends in the US and Canada. Does this mean that i can't give any gifts to any of my friends unless they are in Latin America?

Added to library sounds like you are trying to purchase it for yourself, which wouldn't be good for sending a gift. Could just be a poorly worded error message, but are you sure you are clicking "Purchase as a gift"?

Yes, Steam has just changed their policy.

Wow... so i get screwed over just by living in Latin America and i can't even purchase gifts for my friends on the holidays!? Seriously?

You probably won't get the games on sale, but there are other web sites like Good Old Games, Green Man Gaming, and GamersGate that should allow you to send gifts. Not really helpful, I know. Sorry.

If steam is going to region lock 90% of everything, they really should set up something so you can buy gifts for people in other regions, even if you had to pay the higher region price.
