This error message has been popping up for me since yesterday night, which is strange because about 5 hours before that I was able to buy things. It even says this error message when I try to re-add my debit card to my steam account. Would like to know if other people are getting this problem or if I somehow messed everything up, thanks.

Been having the same problem for months been buying all my games off g2a, just made a steam support ticket yesterday, waiting for a reply

Issue has been resolved as steam support just got back to me. Apparently my account was on "alert status" because it had too many failed purchases. I only had those failed purchases because steam was acting up but whatever. I was told to do these steps listed below and it worked. Hope this helps you guys with the issue as well.

"If using a PC
- Please exit Steam, and navigate to the …\Steam\ directory (by default this is C:\Program Files\Steam - if you set a different installation directory, you will need to browse to it).
- Delete all of the files in this folder except: Steam.exe and the \Steamapps\ and \Userdata\ folders
- Restart your computer and test the issue again.

If using a Mac:
- Exit Steam and go to the folder Users/[username]/Library/Application Support/Steam
- Delete all of the files in this folder except for SteamApps and Userdata.
- Restart your computer and test the issue again."
