Steam can be installed and run on any computer. Make sure you download content for Windows if you have windows yourself. If you own a mac, you need a mac to login on steam to download mac content.
PC or Laptop?
PC:
Get an external USB/SATA HDD, only install steam on that drive..
Go to someone who has highspeed internet, plugin your external HDD and login to your steam account. Download your games. Back at home, you can transfer the steam folder on external HDD to your computer.
Laptop: Just take it with you. Login in steam and proceed to download stuff.
Not sure what you mean by a 'service'. Maybe we should invest in mobile hotspots that can be rented to drive thru the street like an icecream van.
Melbourne boards/subreddits (reddit.com)/ visit the actual internet cafe's and ask these questions. They provide much better answers than a wild guess from Europeans who don't have any experience with such restrictions on amount of data.
I know what you need to do, but the place you should go to? Only a fellow from Melbourne knows how to answer these questions if experienced. I don't have that experience, sorry.
