The maximum bitrate is your uplink to the Steam Broadcasting service, which watching players download the stream from, i.e. your uplink bandwidth does not scale with the number of players watching you.

Max selectable setting is 3.5 Mbps. You can find out your exact bitrate by checking "Show upload stats".

The bitrate affects the quality of the streaming video, however you should be fine with anything above 2000 kbits/s. If your connection does not handle your selected uplink bandwidth, some lag could be visible to your watchers but also in your own gameplay connection. Therefore, this is primarily a setting for you if your network bandwidth is slow.

Personally I have 30/30 Mbps network bandwidth so I'd just select 3.5 Mbps which uses up 10% of my upload capacity. Never use up more than 50-80% of your upload capacity to avoid lag etc.

Say you have x/1 Mbps upload capacity, you would select the lowest 0.750 Mbps which uses up 75% of your upload capacity. Obviously the quality in this case is not very good, but all right to watch.
