noobie here Windows 8.1 100% disk 0.1mb at most processes?

Could be a problem with your harddisk. You could do a surface scan, but be prepared to wait, it can take hours.

• Press Windows key + R or open the run prompt from the Start menu
  
• Type "cmd" and hit enter
  
• type "chkdsk c: /f /r /x" (change c: to the letter of the drive in question)
  
• You will be told you cannot unmount the current drive and asked if you want to restart, choose yes
  
• Your computer will restart and do the surface scan

I've also personally had success with disabling background intelligent transfer service, but that can interfere with Windows update, so do so at your own risk.
