What is steam downloading?
I do not have anything in my downloads section active but steam downloading something and using all my bandwidth. How can I tell what is downloading and is there any way to stop it?

Open the Steam client. Look at the bottom, below the browser, in the center it should say "# of # downloading", and you can click it to see what is downloading. You can also pause or cancel from there.

I'm in there and my current network usage is 0 bytes/s yet when i check in my windows resource monitor steam is actively downloading.

Do you have any games running in the background? Or a store page open, that it could be loading videos? I would close and reopen Steam, see if it's still downloading.

All my downloads are paused, no videos loading and I dont have any games open. I'm at a loss for what it can be and it does it everytime I open steam. It's been like this for months and I end up closing steam because it saps all my bandwidth.

maybe a mod was used to install a bitcoin miner on your pc?
