SOLVED: Downloads stuck in queue
I've had this problem for a really long time where all my game downloads (new downloads and game updates) would get stuck in the queue. I would click the little arrow pointing up to move an item up the queue, and as it would try to start downloading it would immediately be kicked back in the queue and all download activity reset to 0 mbps.

At first I though Steam was bugged so I simply exited the program and reopened it. That failed. I tried again, but this time making sure all the Steam services and processes were stopped. That also failed. So I head on to the Internet.

Research on the Internet revealed that quite a few people were also experiencing this problem, however, not caused by the same issue. So in this thread I will go over some solutions I found that worked for some people other than me (in case one of them might be what works for you), and then the solution that worked for me but cannot be found anywhere on the Web (as far as I can tell).

• The Steam download settings (Steam > Settings > Downloads)
- Change the server you Steam connects to.
- Add a download limit that is well within your Internet service package.

• Firewalls
- Make sure Microsoft's Windows Firewall (or any other firewall) isn't interfering with Steam.
- Turn off all firewalls and make sure their services and processes are stopped.

• Anti-viruses and other security software
- Make sure they do not interfere with Steam
- Turn off all anti-viruses and security software and make sure their services and processes are stopped.

• Router settings
- Make sure your router isn't set to block certain ports that Steam uses.
- If you are using wireless, make sure that these settings don't block Steam or any of the ports it uses.

• Interfering software
- Steam support has a list of software that might potentially interfere with Steam. Make sure they are not running, or at best removed from your computer.

Now all that didn't work for me. But yet, that's pretty much all the info that I found on Internet. I finally managed to find the problem on my own though. However the weird thing is that it is still related to the Windows 7 firewall (I run 64bits). I found this weird because I tried turning Windows firewall OFF and making sure AAAALLLLLLL the processes and services were stopped before and that didn't work. Well you might as well praise the Devil, because Microsoft has made life a living hell for everyone... ONCE AGAIN!

So I'll cut to the chase, here's what I did to fix it:
1. Go to the Control Panel (Start button > Control Panel)
2. Select Windows Firewall
3. You can leave the firewall (private and public) on. Just select "Advances settings" from the left banner.
4. In the left frame, select "Inbound rules".
5. You should see Steam (there might be more than one instance of it, in my case there was two, and as of writing this there are four, don't ask me why........ yet).
6. For each instance of Steam, do the following steps:
A. Double-click the Steam instance and select the "Advanced" tab.
B. The third set of setting is "Edge traversal". Select "Allow edge traversal" from teh drop down menu.
C. Apply/Accept these settings and repeat for all instances of Steam.
7. Enjoy your Steam downloading.

Now keep in mind, it might be necessary for you to combine my solution with some other solutions found out there on the Web. This one worked for me.

I have tried everything I have :(
Same happens to me like after few seconds it gives a notification and says damaged download and schedules it for 5 mins. The main problem is disc usage.While downloading (it is 20 seconds )Disc Usage is all the time 0 kb/s and probably thats why steam is scheduling it.Even if I try to download the game for a one day(24 hours) it is same.It drives me mad.Any ideas?

THE PROBLEM SOLUTION IS THAT THE STEAM DOES NOT RECOGNIZE THE BANDWIDTH AND ALTERS IT AUTOMATICALLY TO 0kbs.
Go to the Parameters Then download and at the bandwidth limit choose 2 or 3 or 5 Mega slopes of your speed.
