Maybe try creating the account again, it should stop you if you entered the same email right?
having said that I never needed support for that payment issue.
it will fix itself faster than support can respond to that in the best of times.
some kind of script blocker can cause this.
any chance you used that email to create a support account before?
have you tried a support password recovery with that email?
try adding noreply@support.steampowered.com to your email contact list and safe senders lists.
