Download paused

I am trying to download multiple things and games on steam and it doesn't work.
Everytime I try to download something , it pauses and either says 'Missing download files' or 'Corrupt disk'.
I have already tried to 'repair the library disk' and that didn't work and I also tried to 'verify integrity of game files' but what's the point of that, if the download is paused and there are no files installed. Please for the love of god, does any of yall have a answer to this.. ?

check with OS check disk ( chkdsk cmd ) make sure its not the drev.

what ever cause this, should be fixed with what you did do, so maybe disk or cable issue or worst case disk is bad or start to have issue
