Are VPNS allowed on steam

Using a VPN for normal purposes is not an issue in of itself. VPN's are just a tool. Using the VPN to harm* Valve, publishers, or bypass laws is obviously not going to be allowed or tolerated.

I run a VPN for work from my home PC, to connect to systems on the company's premises. I'm not using it to manipulate Steam in any way, so it's not an issue.

* harm is not subject to your personal definition of what constitutes harm.

Ok thanks, was just worried as I had a browser with one and I did not realise

Just don't make purchases or bypass region restrictions on games with it on.

The use of VPNs to bypass regional prices are forbidden and lead to account closure by Valve.

Using VPNs to play online is not a problem..

Unless the game itself has region restrictions in place. Like, Amazon's Lost Ark isn't available in all countries on Steam because Mail.ru has rights to publish it in other regions.
