Report a translation problem
I run a VPN for work from my home PC, to connect to systems on the company's premises. I'm not using it to manipulate Steam in any way, so it's not an issue.
* harm is not subject to your personal definition of what constitutes harm.
Using VPNs to play online is not a problem..
Unless the game itself has region restrictions in place. Like, Amazon's Lost Ark isn't available in all countries on Steam because Mail.ru has rights to publish it in other regions.
