No, you can just keep playing the game as normal, but wait until you actually get confirmation of the refund before playing the base game or it may get denied.
So if you have more than 2 hours of playtime the moment you buy and install the DLC and try playing, you no longer are eligible for a refund.
Steam cannot tell WHAT your doing when the game is running, only that the game is running.
DLC files are already downloaded when the game gets an update for some games, so buying the DLC just actives the files.
DLC, once bought, count as part of the whole game, so the 2 hours played/14 days owned starts from the purchase of the BASE game.
If you don't plan on actually playing the DLC, don't buy it to begin with.
DLC do NOT have their own separate 2 hour/14 day refund window.
Also depending on the DLC, it may not be eligible for a refund anyway.

As for the OP's question, it's clear nobody has gone through the process so doesn't know the answer for sure. When you refund a full game it doesn't delete the game automatically, so it's unlikely it will delete the downloaded DLC. That doesn't mean it will be active in the game so is unlikely to be a way to get free DLC as I'm sure that would've come to light long before now.
It could break your saves though, if the DLC gives items or quests that are no longer in the game it will probably not let you load that save from when they were active. Found that out with the farce that was The Sinking City.
When you refund a DLC, the licence is removed from your account and the DLC files will be removed next time the game is updated (if required) as Steam will check your local files against the licences you own in the game's repository.
That's why you don't need to do anything.
i have never come across a DLC that don't requires the Main Game to be installed first to play.

the only way to refund the DLC is this
1) buy the DLC, never install the DLC, then refund.
what i written above doesn't include the day you bought the DLC.

even if you bought the DLC lets say on 10th of feb 2024
but the overall Game Time is beyond 2 hours
chances of getting Refund for the DLC is still quite low.

1) within 14 days of purchase
2) within 2 hours of game time of the Base Game. (not within 2 hours of game time of the DLC)
3) if the DLC helps you to level up any of your in-game characters, then you can't request for refund at all.

Are you not a native speaker? Because the comment that you're citing says the exact oppose of what you're trying to claim in regards to the dlc refund policy about the accumulated playtime
They have to refer to 2 hours for the base game because there's no separate way of measuring DLC playtime because it doesn't have it's own exe.
