You were wise to be cautious, but I wouldn't panick. The chance of a false positive detection is greater.
If it happens again, you can right click the dll, select properties, then the digital signature tab, and if the name of the signer is "Valve Corp.", you know it's safe.
As for fixing the problem, simply refreshing Steam should do it. First shutdown Steam, then open a terminal window and type this:

Hey, never saw your reply until just now, and I attempted it. I closed Steam (atleast that's what I believe you wanted me to do,) and I pulled up the terminal window majig, typed that in, and launched Steam back up.
I tried downloaded War thunder, but It would just pause as I continued clicking the download button. I don't know what I'm doing wrong but, I really need help with getting the DLL back.
