Redownloading a clean game.

I am wondering I have a modded game could I delete all game files but saves, uninstall and reinstall will it reinstall clean?

"Usually". Sometimes a mod will introduce variables to the save file that the unmodded game no longer recognises. Most of the time however it will work.

I would recommend backing up your saves first.

You don't actually need to redownload the entire game. You can right click the game in your library, select 'Properties' then 'Installed files', and click the 'Verify Integrity of Game Files' button. That will restore any installation files that have changed, effectively 'unhooking' any mods.
