You say you reinstalled Steam client?
Did you backup the games and screenshots?
In step one you keep your steam.exe steam userdata and steamapps.
Delete everything else,

Then click the Steam desktop shortcut to launch it. It will update itself automatically.
When the update is finished, you can " log into Steam " and see if Steam store not loading issue has been resolved.

Hey I have the same issue. Mind sharing which DNS you used. I know you said Google's, but from what I can tell they have a few. I'm glad this worked for you and hopefully it will work for me.
