I just came across millennium for steam which allows me to change steam skins after the new update. Can i be banned for modifying the steam client?

I have the same doubt. I think it's not, because you're not getting advantages on games or stuff like that

as long as you don't go use it for CS 2 and dota 2

then it is fine

Are you scamming people?
Are you Stealing?
Are you cheating?

If the answer to all the above is no then, the answer to your question is also a no.

I just had a look, it's just a themes app, we've had them for years.

2024 there are no steam interface skins

So I'm wondering how safe it is. Intervention with the client. In addition to a ban, it may lead to the loss of your account.

sorry I'm using a translator...

No. Steam themselves actually have it listed as a way to get themes. https://steamcommunity.com/sharedfiles/filedetails/?id=3003438937

That is not made or endorsed by Valve. It's nothing but a usermade guide.
