Choosing which monitor a game launches and plays on?

Is this a per-game setting that Steam has no control over?
I'm running Windows 11 on my laptop and I feel like I'm always fighting with Steam games on which monitor to play on or just not getting any control over this at all. At the moment I'm trying to watch Youtube streaming on my laptop monitor while playing Escape the Mad Empire on the main #1 primary monitor, but I can't find any setting in the game or Windows to force the game to play on the monitor I choose.
Given multi-screening is just normal now, I would expect Steam to have an obvious in-your-face selector or master override for this. Why the wrestling and wrangling for this???

Correct, Steam has no power on which monitor a game uses.

Far most games default to the primary monitor. Set the one you want your games on as primary.
