Thank you for contacting Steam Support.
Even though you may have attempted similar steps already, please re-test the issue now using the methods below:
Note: These processes will not affect your currently installed games.
If using a PC
- Please exit Steam, and navigate to the …\Steam\ directory (by default this is C:\Program Files\Steam - if you set a different installation directory, you will need to browse to it).
- Delete all of the files in this folder except: Steam.exe and the \Steamapps\ and \Userdata\ folders
- Restart your computer and test the issue again.
If using a Mac:
- Exit Steam and go to the folder Users/[username]/Library/Application Support/Steam
- Delete all of the files in this folder except for SteamApps and Userdata.
- Restart your computer and test the issue again.
For all operating systems:
- Ensure that you are not using any IP proxy or VPN software. These applications must be completely deactivated when purchasing through Steam.
If the issue still persists, try using a web browser (Internet Explorer 7 or higher on PC, or Safari if on a Mac) to make the purchase using http://store.steampowered.com/
Look at your account details -> store transaction and if there are any payments pending (I had this issue one time and I couldn't add anything)
I would contact steam support. They can definitely do something
Back when I had the problem, it worked after few days again. :/ so yea kinda magically. What error do you get when you try to add funds? Look up your store transactions there might be a pending transaction ongoing. If that's the case steam won't let you make any transaction while one is still pending, so try to cancel it.
I assume you didn't search for a folder named "directory"? If so you won't find it because there is no folder named directory. Where are your steam folders saved? on C:/?
If so go to my computer -> C:/Steam (unless you saved it somewhere else on your pc, like D:/) --> if you got windows press the windowskey + R and write C:/Steam it should take you directly to your steam folder.
Once there read the instructions again and carefully delete everything except the few folders you are NOT supposed to delete. hope I could help you
