Properties tab not showing Local Files, Updates, Language, and Betas tabs

So an Internet acquaintance asked for my help but it appears I can't help him. The problem is this:

1. His Dark Souls II needs to be updated.
2. I told him to use the verify his Dark Souls II files' cache using the Steam -> Properties -> Local Files tab.
3. He says his Properties tab doesn't show the Local Files, Updates, Language, and Betas tabs.

He then sent me this link showing it is true; his Properties tab doesn't really show the Local Files, Updates, Language, and Betas tabs.

His Steam client says it is already up to date.

I'm quite mystified by this case as it's the first time I've seen this.

He didn't buy the game from steam, so the files are not in steam folders.

Ah. But I've bought several physical discs already and all of them require Steam (all 95+ of them are in my Steam library and their properties tab shows Local Files, Updates, Language, and Betas tabs .

Are there copies of Dark Souls II that aren't Steam copies?

I don't know. What does his account say that he needs to do? Obviously something needs to be set up from looking at that photo.

The official site has the Steam logo on it which will mean that all copies need Steam. Looks like the dude with the problem is a dirty pirate.

Oh. That never occurred to me. In that case, there's nothing we could do. :( He should wait for the Christmas sale --- he should be able to afford that game then if money was the issue.
