The Steam website has a habit of remembering the language selection, and if you click on links through the forums or through google from other users sometimes it sets the language based on that link.
I did just open a guide I found through google, so I guess that explains it.
Thanks
If you are going to use the Steam website a lot, you might want to look into the Enhanced Steam plugin.

Among many other features, it has the option to set a default language and to keep that language, and warn you and provide links to quickly switch the language back if you ever get out of your default language. Specifically to correct this issue.
