Update the driver.
Iceira Dec 4, 2014 @ 9:55am
win8+ some need add administrator to steam.exe and the game allso....

and use games own forum plz....
Cathulhu Dec 4, 2014 @ 9:55am
In this case the video driver. The update to Win 8.1 tends to wipe the video driver and replaces it with the generic Microsoft one that can barely display the desktop.

@Iceira You generally never need to run Steam in administrative mode, that's what the Steam Service is there for.

u think

this steps ?
Windows XP/Vista/7/8
Completely exit the Steam client.
Open the run dialogue by pressing windows key + r (you can also navigate here from the start menu by typing run).
Type steam://flushconfig then press enter. (If asked to allow this website to open a program, please click Allow or OK).
Restart your computer.
Now, launch Steam directly from the installation folder, not from a pre-existing shortcut (~C:\program files (x86)\Steam).
The Steam application will either appear as Steam or Steam.exe depending on whether your settings show file extensions.

dont work it :/

@Cathulhu
thats true, but problem is, some games still dont work if not steam.exe has been installed with this...special older games has such issue and dont care about service

CounterStrike: Global Offensive is hardly an old game.
Not to mention that a Failed to create D3D Device is a purely video related issue. D3D stands for Direct3D, the hardware accelerated graphics rendering API used in nearly every game that has 3D graphics.
At least pretend to read the post of the thread you're posting in.

How did you find such an old driver for the nVidia site?
If you have Windows 8.1 32 Bit: http://www.geforce.com/drivers/results/79892
If you have Windows 8.1 64 Bit: http://www.geforce.com/drivers/results/79893
That's the driver 344.75 from November 18th, 2014

335.23 is from March 10th, 2014, 9 months old.

@Iceira, coming from the guy who can't read that it's a video issue and not an old game, that's a bold statement.

Running Steam as Administrator and install with it that the issue here...you might want to try reinstall game with Administrator set on steam.exe
Iceira Dec 4, 2014 @ 10:51am
but on win 8 everything is ok :) .. how is this possible ? something has change this ? but what ?
Cathulhu Dec 4, 2014 @ 10:57am
The Windows 8.1 update, as he mentioned. Since then the problem occured. It's not the first time i read this and every time it was the video driver getting wiped by the Windows 8.1 update.
Iceira Dec 4, 2014 @ 11:08am
have you tryed reinstall driver custom install and select clean install so all setting is reset ( not express installation mode) use tic box under driver display window

other odd thing i was try to lookup it seem win8,1pro has bitlock and steam dont like bitlock if you even use that ?
