@Iceira You generally never need to run Steam in administrative mode, that's what the Steam Service is there for.
u think
this steps ?
Windows XP/Vista/7/8
Completely exit the Steam client.
Open the run dialogue by pressing windows key + r (you can also navigate here from the start menu by typing run).
Type steam://flushconfig then press enter. (If asked to allow this website to open a program, please click Allow or OK).
Restart your computer.
Now, launch Steam directly from the installation folder, not from a pre-existing shortcut (~C:\program files (x86)\Steam).
The Steam application will either appear as Steam or Steam.exe depending on whether your settings show file extensions.
dont work it :/
thats true, but problem is, some games still dont work if not steam.exe has been installed with this...special older games has such issue and dont care about service
Not to mention that a Failed to create D3D Device is a purely video related issue. D3D stands for Direct3D, the hardware accelerated graphics rendering API used in nearly every game that has 3D graphics.
At least pretend to read the post of the thread you're posting in.
see this if it can help you and offcause update the driver it was part of Reboot post i ref. to
but that is not allways just that simple game was installed before administarator rights was added and you say it worked in win8 and not win8,1 that was only a desktop change as i recall
see the steam info on run as administrator rights...dont turn off uac... skype need this today

If you have Windows 8.1 32 Bit: http://www.geforce.com/drivers/results/79892
If you have Windows 8.1 64 Bit: http://www.geforce.com/drivers/results/79893
That's the driver 344.75 from November 18th, 2014
335.23 is from March 10th, 2014, 9 months old.
@Iceira, coming from the guy who can't read that it's a video issue and not an old game, that's a bold statement.
other odd thing i was try to lookup it seem win8,1pro has bitlock and steam dont like bitlock if you even use that ?
I luv u bro ! if i install geforce experience and set up optimal setting for cs:go and turn on with geforce experience AND NOW GAME RUN ! <3 (sorry for my english)
