PLEASE HELP! TONS OF CHOKE AND LOSS IN COUNTER STRIKE 1.6!!!!!

Ok idk how it started but a few weeks ago I started getting a ton of loss and choke, like 60. Its really bad and its super annoying it makes it un-playable. At first I thought it was the server so I adjusted my rates but its still really bad. I've tried different servers and its all the same. I have never gotten choke or loss. And I'm starting to think someone hacked it or something cuz when this started I had this weird thing going on with my description or something in my profile. Forgot what its called... anyways its really wacko and I need this fixed NOW. pls. Like ASAP. Ive looked everywhere and decided to ask here. Someone must have messed with my config man idk. I know its not a virus I've run a ton of scans with diff anti viruses, anti malware, spyware, etc.
Ive defragmented run C-cleaner. Everything so it has to be my config. Is there a was to re-set CS to the way it was when I installed it fresh and new? I tried re-installing it but all my configs are still there and stuff. Please help!!!!

lol no its not that bro. Make sure you read the whole thing guys:P And my computer is chill with the fan problems. No heat probs.
