Note 1, the standard page is in English, you'll find a dropdown menu at the bottom of the page for 19 other languages though not all 22 UI-languages.
Note 2, You'll need a new account that's different from your gaming-account. This is an extra safety measure.
Note 3, Apparently Steam Support is understaffed at the moment. Be patient, it can take quite some time before you get a personalized answer. You will get an automated message right away confirming they have recieved your ticket and with helpfull links to Steam articles provided.
