Steam Fatal Error Failed to load steamui.dll

All right. Valve made the same SSE2 mistake again.
This is the 3rd since 2014 summer.
( 2nd mistake was Oct 2014: http://steamcommunity.com/discussions/forum/1/540742579450260796/ )

A few hours ago, steam client was updated. then it does not start.
error message is

" Steam Fatal Error 
Failed to load steamui.dll "

I tested with my other PC(SSE2 support CPU), just works fine.
I believe this error happens to eveyone with these CPUs (SSE2 not support)
- AMD Athlon XP/Sempron
- Intel Pentium 3

I tried with previous steam.exe & steamui.dll combination, but the same error result.
(turns out, we need more old files than just 2 files)
new steam.exe V2.58.33.56 1,942,720 bytes 19/01/2015 --- error
old steam.exe v2.50.25.37 1,940,160 bytes 18/11/2014
new steamui.dll v2.58.33.56 11,252,928 bytes 19/01/2015 ---- error
old steamui.dll v2.50.25.37 16,649,920 bytes 18/11/2014


VALVE!!
Please always test your client update with old CPUs, then release.
and Fix!!!

To go to the previous working steam client,

1. you need old files (from not yet updated PC) to overwrite new updated files;
C:\Program Files\Steam\*.* (every files except many subfolders) 74MB 56 files
(also no need 2 user files = AppUpdateStats.blob, ClientRegistry.blob )
C:\Program Files\Steam\bin (every files inside bin folder) 60MB 101 files

2. create steam.cfg file with Notepad.exe, only 1 line (this file prevent client-update)
BootStrapperInhibitAll=Enable
and save into C:\Program Files\Steam\

Now steam client works!

My Athlon XP 2800+ has the same problem.
On my second computer with a Dual-Core CPU no problem occurs.

Old files are about 134MB.
My internet uploading speed is too slow to do that.

C:\Program Files\Steam\<every files> 74MB 56 files
C:\Program Files\Steam\bin\<every files> 60MB 101 files

I tried to find which old files are needed, but seems like at least 80MB are needed..
then I gave up.. 80MB is still too big

It looks like we need a copy of all files and dirctorys from the steamfolder.

No. need only steam folder files & ONLY bin subfolder files at most
C:\Program Files\Steam\<every files> 74MB 56 files
C:\Program Files\Steam\bin\<every files> 60MB 101 files
and C:\Program Files\Steam\steam.cfg which you need to make with Notepad

Most old files are dated "Nov 11 2014" and "Nov 18 2014"

Did you make steam.cfg ?

My girlfriend may have the "old files" and she will upload them soon. I can take the download link for everyone, but only in private message. (Sorry, but I don't wanna conflict with copyrights.)
steam.cfg needed to "disable" the updates until the fixed update is coming.
