PC only using 1 core with a 4 core (8 logical) cpu (*SOLVED*)
Hello, I decided to post this on the steam forums because I feel like other's have experienced it and it’s starting to worry me.
First the specs so you know what I have

Intel i7-377 CPU (unparked) @ 3.40GHz 3.40GHz
AMD R7280X
8GB Ram
251GB free disk space
(With external hard drive that I always have connected 2TB)

So the other day I went to go play space engineers and evolved and everything went great! They played at about 60-80 fps at high settings. They used at least 2-4 cores and I was having a good time.

Today however, I can barely get 10-20 fps on the same settings without changing a thing in the settings. I opened task manager and something peculiar happened. It was only using 15% of my total cpu and interestingly enough it was using core #7 instead of core #0. The only time multiple cores were utilized was during loading and after then poof; all of calculations were all done on one core.

I know this isn't an issue with the games themselves the other day I got them to work at higher framerates before. Even earlier when I was playing arma III I had the exact same issue. One day my PC was handling the game at fairly high graphical settings at about 60-80fps then stops and run's at lower framerates the next (however I did not use the task manager to see what was happening).

So if any of you have the same problem or anyone has any solutions or link me to discussions where this problem has been solved please let me know! I don't know what the heck is going on and whether if it's a steam problem or a computer problem but I don't want my gaming experience governed by luck.

Start off by double-checking MSCONFIG
Winkey + R (or Winkey + X under Win8.xx) and type MSCONFIG (as an Admin user)

Check under Boot > Advanced Options that your system is not somehow being limit to a certin # of Processors/Cores/RAM Amount

Also double check your BIOS settings, take note of current ones, and perhaps also try reverting the BIOS/CMOS back to Fail-Safe-Defaults as a means of resolving such issues.

At attempts to reset the BIOS; please ensure you know the proper SATA Mode, UEFI Mode, and Boot Order that will be required (based on current settings) as a means of ensuring your OS/Boot Drive is able to boot properly should u do revert BIOS back to defaults.

Thank you so much! I always glossed over the msconfig part due to me and my sub conscious thinking that it is utilizing all of my cores. Now looking at it I can see that it wasn’t using all of my available resources on startup and doing some funny stuff when it didn't work.

also have a quick fly thro bios to check all speeds and volts are set correctly
when i upgraded my mobo and cpu it set my cpu to x7 and my ram to 1333 , hugly underclocking it
