I have exactly same problem. I own the full game of Cities XL 2011 on PCDVD and I can't activate it on steam...

It's the publisher that has to set up retail activation for Steam or it cant happen.

As above, you'll have to ask the publisher about it. If they plan to make this available for non-Steam players I have no idea. If you ask nicely they may do something for you (no promises though).

Well, Valve didn't make the game, so they won't have control over that sort of stuff.

If you bought one of the Cities XL games on Steam:
Login with your Steam account with an activated Cities XL game in its library. You now have access to the 50% off offer on the store page of Cities XXL.
If you bought a non-Steam version of a Cities XL game (boxed or digital version):
1 - Obtain the Activation key from the manual or the Install guide in the box of the game or from the e-mail you received after purchasing a digital version
2 - Create or login to a Steam account on the Steam client
3 - Select Activate a Product on Steam

4 - Register your game with the Activation key, it is now in your Steam library
5 - You have now access to the 50% off offer on the store page of Cities XXL

Important note: Cities XXL is only compatible with Windows Vista, 7 and 8.
*Cities XL Original Steam version only

Thanks Eram. I know that. The problem is that don't work...

I've write to the Steam support too...

The Steam offer is present in the official Cities XXL page of the game.

Steam support is not generally the correct address to ask.

If they are offering a 50% off for owners of the previous game, ask THEM whether or not this is also meant for owners of the non-Steam version, and how to get the discount.

It looks like they fix it. I added game and get 50% discount. Great!
