It could be, yes. Antivirus software can be a resource hog at times, especially if it's running a scan in the background. It most likely also does real time scanning of what is running on your computer, which may be slowing things down. The simplest method to confirm this would be to briefly disable it, try Team Fortress 2, and see if there is a performance increase.

Turned real time scanning off, rebooted, not much change. The fps increased to 60-70 fps and thus the game ran smoothly again, but only for a few seconds...after that it fell back to 30fps again...
