It is impossible to send a gift to United Kingdom from Mexico now?

Simple question, I want to send a gift to my friend in UK for his birthday, but I live in Mexico.

Apparently, I heard there's a region lock in countries like mine because of racism or something like that. Is that true?

Is there a way to gift people outside my area games now? an alternative? This really upsets me to say the least, especially since over the past, I received gifts from the guy too.

Has nothing to do with racism, but yes. Gifts from certain regions can only be activated in that specific region.
South America, Asia and CIS are the regions that are most affected by that.
It was implemented so the countries with a low purchasing power cannot be exploited by buying games cheap and reselling them for higher prices. Mainly what those shady key reseller sites did.

Ok.... did steam give any alternates for gifting people in other countries? I'm willing to pay extra money if it means I can give my friend his gift, I already added money to my steam wallet just for this, so I cannot use the money to gift him through other ways.
