Trading for Paypal money is never safe.

It's in a requested exchange for my Team Fortress 2 craft hat (it is cheap). He is offering $50, to transfer to my Paypal first, then I trade him the hat. This seems sketchy to me...

He can lie to Paypal that you scammed him, they will believe him and take your money back to refund him.

Ok thanks guys, but turns out it was just my friend trolling me...wow.
Do not trade outside of Steam, it can only lead to problems. And even in this case if he offers first there's always a possibility he can reverse the payment, or the Paypal account used could be stolen.
Don't make trades out of Steam, but if you are wondering about PayPal money transfers all they need is your PayPal E-Mail, as in the E-Mail registered to the PayPal account. They can then put in the E-Mail address and give you money.
