Limited users aren't allowed to add people and other stuff, due to the absurde number of scam accounts. Look in the foruns for what you can do to change your account to unlimited user.

seriously im having a hard time. on how could i even add friends in steam. some of my friends said i just need to top-up / purchase steam wallet and thats when my account could add friends in steam.

there no need for a link. just purchase steam wallet then BUY IN-GAME DOTA ITEM .. Then your problem is solved. =) happy gamming

Get your credit card out and spend $5. Or buy a Steam Wallet card somewhere and redeem it.

If you can't find a way to pay, then you'll just have to live with your account being limited and unable to add friends.
