Caps lock bug on Skyrim.

Every now and then when i play skyrim and i alt-shift to the steam overlay, my typings become auto caps locked, even without me pressing it at all. One said it happened to him too, and that changing the key binding of 'toggle walk/run' from caps lock to anything else will resolve it, but it didnt for me.
The only way i've found to avoid this is to double alt-shift after its caps locked so i go back to the steam overlay with a normal typing, but it happens too many times (about 1 of 3 times i alt-shift).

Is there any proper solution to this problem?

* Note that this only happens when playing Skyrim. I have posted the same topic on the Skyrim discussion board but have suggested to post here as this is mostly a steam issue.

google "disable caps lock" , mine has not been working for over 10 years.
I use the registry method.

I will, but is there a less absolute solution ? I do need caps lock here and there.

No, but sometimes i need to use completely capped sentences and holding the shift key for that long is too annoying.
Basically im looking for this specific issue's aolution, and not to terminate my caps lock completely.
