I live in the Philippines and when i search for Dragon Age Origins Ultimate Edition and Dark Souls Prepare to die edition they are listed as product not available in my region, then i went to their respective steam discussion pages and through there went to the store page, now since in my country steam price is using my currency is it possible to buy and play those games if i load an equal amount of my country's currency to the amount of the game which is in dollars? i.e Php 1:1 USD will it work?

You won't be able to buy from other countries' Steam store. If you really want Dragon Age: Origins Ultimate Edition on Steam, you'll have to get a non-region locked gift copy from a trader. It's no longer being sold at Datablitz. An alternative source for the game would be from the Origin store.

As for Dark Souls, I think it's not available here because of GFWL. I'm not sure if Datablitz still sells it.

Regarding the GFWL i'm not sure im reading it right but Steam is replacing GFWL now and i see a potential trader who can trade me a copy of Dark Souls... so with the given premise would it work now? the game is marked ROW according to him so no issues on region or something right?

Can't answer that one with certainty because I've never tried activating a GFWL game on Steam, but some people from regions that don't use GFWL reported that they were able to activate ROW copies just fine.
