Steam is Frozen

I cant do anything with steam anymore. I cant download any of the games that i've brought and I cant always open my account. I've tried to uninstall it but it wont let me because it says the program is still running although I cant find anything when I search. I don't know what to do. Any help would be appreciated.

Ctrl+Alt+Delete . This will open the task manager,find steam and "End Task".
Or you can just restart your pc.
