CS:GO and TF2 at 300ms for no reasons !

So this is happening for a while now, CS:GO and TF2 are at 300ms for EVERY servers (even officials one)
TF2 RARELY gets to a normal ping (wich is around 30-50ms) but it stands for between 30mins and an hour)
Now I checked, nobody here is downloading anything, speedtest says that my ping is 34ms.
I also had to reinstall CS:GO (who finished a few moments ago) and it downloaded at ~550kb/s (wich is my normal download speed) Is this happening to anyone else ?

I opted in and out of the steam Beta but it didn't help, I tried to reinstall CS:GO (as I said) but it didn't work, I tried changing my download region but guess what ? It didn't work

I'm in Europe and I'm using a PLC for my connection (for people who don't know what it is http://en.wikipedia.org/wiki/Power-line_communication ) and its affecting all of my steam games !

EDIT: I forgot to mention everything else is working fine, I can watch 1080p youtube videos without any problems etc.

You're not the only one, my cs:go has been spiking to 300 ms and my dota spikes to 1k ms and my net is perfectly fine nothing wrong with it
