if i backed game up files to a external hdd can i put them on my new pc with out dl?
i need to know if i am able to do such

Yes, assuming your using the same Account on the new PC you can import the backed up files to the new Steam Client.

Go to the Steam Directory -> SteamApps -> Common -> [game]
