When you attempt to verify your new credit card, Steam makes two small authorization charges (usually 1-2 USD each, but varies depending on your currency). These values are random.
You log into your credit card's card holder account and view the pending charges.
Record the charges, and then put the values into the Steam verification. If the two values you put in match the two values Steam attempted, then it is verified that you own the card (because you have access to the card holder's account).
You have three attempts. If you fail all three attempts, you must wait the default 7 days for a new card to be verified.
The charges are temporary, they never actually take the money. Depending on the Bank or Credit Card company, it takes 3-5 days for the charges to disappear.
If you don't want to use the verification system, you just need to do the 7 day wait. The 7 days give people time to respond to stolen or compromised credit card information and undo the charges before the funds in Steam are used on the Market and spread to other users.
The restriction is only on the Community Market. You can still use the funds to buy things from the Steam Store and the in game stores.
Not all cards work with the verification system. Prepaids may not. If there is no balance on the card it definitely won't work, as you'll probably need at least 4 dollars to attempt.
If for some reason your card does not work with the verificaiton system, then your only option is to wait the 7 days. That is the default for all new payment methods. Only some credit cards and debit cards have the added featur of being able to instantly verify using the Verification system.
You may have to call mastercard to find out exactly what the values were, as sometimes cards do not show the authorization attempts.
Mastercard has a 24/7 support line for their customers. Just call the number on the back of the card.
The system is a 7 day waiting period for new payment methods on the Community Market. This process is a unique process that allows you to bypass the 7 day wait given a very specific set of steps. It's not ridiculous, it's just very narrow in it's application.
Sending an email code does nothing to prevent people from using stolen credit cards. Verification amounts are something only the actual card holder can access.
