32 video RAM? My first gaming PC in 2001 had that, you know - is 2015 now. 1.8GHz CPU hmm, it is a single core or it has more?
The vanilla version was playable on 1080p ultra even on the 450GTS, but when I started to add mods, it became even more needy in terms of hardware.
Who the heck would even play Skyrim without mods.
1-Click Start.
2-On the Start menu, click Run.
3-In the Open box, type "dxdiag" (without the quotation marks), and then click OK.
4-The DirectX Diagnostic Tool opens. Click the Display tab.
5-On the Display tab, information about your graphics card is shown in the Device section. You can see the name of your card, as well as how much video memory it has

Anyway,the HD4000 can run most newer demanding games at absolute lowest settings and a very low resolution with a decent FPS but it's not a GPU for gaming.
You should start upgrading your pc slowly,start with the cheap hardware to the expensive one until you get a good pc for gaming and believe me it's worth it.
