Download stuck on 99 percent, PLease help.

Download stuck on 99 percent. Have done 4 pages of google patches, nothing has worked yet.
Hello, so my friend was going to download civilization iv so we could play together, well now its stuck on 99 percent, with his download speed going back and forth from 2-15 KBS.
This is not his internet, due to that if we download a game that is below like a gig it installs perfectly.

I'm wondering, we installed teamviewer10 and I tried everything I could to fix it.

-Renamed ClientRegistry

-Restarted computer like 3 times

-Paused and unpaused.

-Changed download region (Yes even to japan)

-reinstalled steam

This is really annoying, and I'm wondering if anybody has a fix for this, anyway thank you in advance if people do reply to this.

Make exceptions rule to Antivirus app allow list "steam.exe" some securiry app even need a reboot to update filter or list.

Sometimes due to unpacking. Seems the last few updates caused it to return lol

Pause the download, close steam by ending the process, right click on the downloaded game folder in SteamApps/common, untick "read-only", restart steam and resume the download.
