but i will also agree on this is a necro thread and steam have a issue.
and people mix up diffrent issue that dont add up.
i understand why people reply on it, but back then only experts know better , but many had put security apps on pedestal, and users own problem to deal with it. ( and nothing has change, still users own responsibilities to deal with own security. )
what happened in my case was for some reason my ISP was blocking Steam completely randomly for a few days. I didn't notice it until I downloaded something so if anyone's gonna come back to this thread, here's a few tips -
1. check and do the troubleshooting stuff Steam provides (I don't have the link on me but just search Steam network troubleshooting)
2. if none of those work, try checking if your download completes using VPN
3. if it does then it's either your ISP blocking Steam or your firewall so reset your firewall and if it still persists then just call up your ISP

just so you known, and sure ISP can have a bug, but there is no way the block a site.
and Technician can tell you that. sure traceroute into steam
and because you dont have a firewall/antivirus app at the subscribed line this was seen in the past as customer setting at ISP at login.
and i will repeat it again, VPN is not a Solution , you still have to go through network at ISP
as first jump untill you go through it and untill VPN gateway. ( if this work that mean routing issue from ISP into steam or congesstion to steam and back to you or VPN tunnel )
and you ofc. can write to Steam support and ISP support, as proof something dont add up there.
if VPN work and own none VPN dont work.

now to test own network maybe even get a friends laptop that work at hes own house.
plug it in at your connection to verify same issue as you have even bypass own routrer directly into wall RJ45 if this is possible depend on endcustomer equipment you could have a converterbox.
this proof 2 things not you problem but ISP or your own settings and hardware.
this is exatly what a ISP Technician do, verify endcustomer issue.
and depend on service agreement or you will get bill from it if this is your faulth.
ps.
keep in mind, that no ISP cut or disconnect 99% at a send file ( network dont work like that )
sure it can happend 1 time but same places everytime , no way in hell, this is why i keep saying this is a mixup issue with other things, ( and i doubt this is game devs screwup a file at 99% that steam server send to you ) again almost impossible ) and we are back at what download and name of what game.
i hope i have clear up some misunderstanding, any network technician can tell you this.
and i dont say you cant have other issue , but it dont addup with OP and you should have create own post about it. ( reason is dont fit OP issue at all )

dont forget we as user is not support, and look at timeline 5 years ago that was newer issue and harder to ID, to many diffrent security apps, and they was almost a app noone dare to change and fiddle with, untill several other gamers solve it overtime just like the old days then they block or requre allow rules. or even worse uninstall it reboot pc test do it work now
if no reinstall security app again. ( if yes you locate the issue and now your problem to deal with it. )
let it download to 99% and then turn on VPN, tried it? it worked for me

add steam.exe to exception rule. reboot pc, so rule is added in filters.

Usually when I have a good PC, i just have to wait like 10min, for 99% or 100% to complete
Its seams to be an issue never adressed by the Stream Plataform

dont you think steam forum will be flooded with post , if all have this, but yeah go ahead praise you security app for being fast to scan its content or combination with weak pc such slowlyness is possible.
if you want a contest with not have a issue with it, from 2015 to 2021 and under 2 pages of post this dont add up. ( some AV app is know for reltime scan and others is seen as interference with steam task. ) anyway gl with it

not sure how you can take 30-40+ experience and think you can do a short reply fix in how anti virus apps works
