Nevertheless, probably a chargeback incident. Did the said person trade the DLCs to you, or just flat out directly gift them to you? If the former, you may view your inventory history from https://steamcommunity.com/my/inventoryhistory/
Regardless, you should've gotten a message saying a chargeback has occured and thus the items have been taken away. If there's anything you can really do about the issue, it's to contact Steam Support at https://support.steampowered.com/newticket.php (and you will have to create a separate Steam Support account at https://support.steampowered.com/register.php) but do NOT expect your DLCs back.
