Steam won't let me play Offline

Hey guys, I'm having a MAJOR problem. Steam won't let me play offline, no matter what. Whenever I try, Steam will instead say "Unable to connect to Steam Network" and it won't give me the option to play offline. Can anyone please help me with this?

Have you launched the game at least one time while online/connected to Steam's network.

Ok, It might be because your trying to play some multiplayer games that require a connection from the internet to steam to actually play them. If it is a singleplayer game, it could still be that it has the internet need for it, like if you can purchase in game items with real world money. I would just try and play on online mode. It could be because most, or all of your games require a connection to some sort of internet, or wi-fi. Well, let's say for example that my internet is down. I'm not going to say why, but let's say I want to play a game (Let's use Garry's Mod) in Offline Mode. Then I can't do anything about it.

I don't think you can play gary's mod in offline mode, I put my steam in offline mode, and tried to play GMOD and it doesnt work, a lot of games won't let you play in offline mode. there are some games that you can play in offline mode, but about 95% of steam games you need a connection, and need to be online. in gary's mod you need to be online for all your workshop items, they need to connect to the internet in order for you to have them, your workshop items would be the items you downloaded from the workshop. You can't play GMOD in offline mode

I just downloaded the avp dedicated server and it suddenly stopped allowing me to play in offline mode. I don't even have internet at home, this sucks :/ how do I fix this?

I just told you, avp. But it's ok cuz I got it working, turns out it needed to update but it never notified me

I already solved this issue long ago, when steam wouldn't let me play Garry's Mod offline for some reason.

Turns out it has a lot to do with when you play the game online.
