Download is stuck in stopping phase

Download is stuck in stopping phase

Im having trouble with a bug where when ever i download something the download will stop and then will not be able to finish stopping the download. In other words the downloader has trouble canceling downloads where it currently will not be downloading any data but it is trying still trying to stop downloading.

what i did was, at the top left click steam, go offline. then wait and press exit now. Then do that again but go online and wait it out.

Try restarting your Steam program and try to see if it is working.

Have any of these suggestions actually worked for any of you or are we all still stuck with unupdated, nonplayable games?
