Being forced to link Credit or Debit Card but could use bank account in the past. PAYPAL.

Hi, Before I could use my bank account that was connected to my Paypal to pay for transactions and what not, but I accidentally removed the paypal thing from steam. So I tried adding it again but when I use the paypal method it's always forcing me to use a linked credit card or Debit Card, Is there a way to make it so I don't need to link a Credit or a debit card. Not very good at explaining things sorry.
