two limited account friend

when there are two people with limited account they cant add each other. i agree with some one with limited account cant add friend but recive friend req ,but please allow him/her to send req to limited account only
ps me and my friend(real life) both are limited and hence cant play csgo together

The only downside I can immediately think of is that scammers and phishers would increase again and target the usually less knowledgeable limited users, but that might could be somewhat mitigated by having the allow limited accounts to send you friend requests disabled as default then a warning message with confirmation requirement pop up if they enable the option.
