Can't get 100hz in "Video low quality" setting

I have recently found my old CRT monitor witch can go to 100hz. I used the "-freq" and "-refresh" params to force the game at 100hz. It works when I play on default video settings, but because it is kind of blury (I guess for smoother better quality) I check the "Video low quality" box in the video options. When i checked that option it becomes more "edge" and I see clearly BUT it goes to 85hz... Is there a way to play with the ""Video low quality" settings on 100hz?
