- you are outside the country from which u reside (not all cards can be used outside of residing country/region)
If u submitted Steam Support Ticket; please wait for reply. It can take several days/weeks.
Also talk with your Bank/Card Company; ask them why it was declined then if your account & card are all in working order and the funds are available to you. Some times it might just be blocking Valve/Steam and u may need to clear that up and allow those transactions on your account via approval method.
I contact to my bank. They told me they don't "hold" my card
